Presentation by H.E. Jerry Narace Ambassador Extraordinary & Plenipotentiary and Head, CSME Unit to The Tobago House of Assembly on The CARICOM Single Market and Economy

I am indeed pleased to be present here once more in Tobago especially so at this celebratory time in our national history and to participate in this interactive session on the CSME. This session today, which is an extension of our national Public Education Programme on the CSME, culminates two (2) days of activities here in Tobago among which a Youth Workshop and the visit of the CSME Caravan to various communities throughout the island were held.

CSME Caravan on the move

In an effort to increase the public�s awareness about the importance, benefits and opportunities of the CARICOM Single Market and Economy , the CSME Unit has included in its Public Education Programme a CSME-Mobile-Caravan. This Caravan will take the form of a Trailer Truck equipped with a P.A. system, Loudspeakers and Multimedia and is set to travel to communities from August � November throughout Trinidad and Tobago.

I am indeed pleased to be present here and to participate in yet another interactive session as you continue your proactive role in keeping your membership informed of the important economic issues of the day. I wish to state categorically that my pleasure in addressing you is derived in large part from the considerable value that the CSME Unit places on a forum such as this. As you are aware, since May 2004, the CSME Unit of Trinidad and Tobago has been actively engaged in public outreach sessions aimed at sensitizing and educating the population on the CSME.

Overview of the CSME and its Implications for the Postal Sector

It is certainly a pleasure for me to be here at this the Ninth (9th) Annual Caribbean Postal Union Conference of Postmasters General. This Conference, which brings together Postmasters, Government Officials and other players in the field, is indeed timely as it is taking place when the issue of communications is very much in focus in the region. It was only last week that CANTO held its 21st Annual Conference, of which the theme was �Telecom Liberalization and the CSME - Opening New Doors�.

It is certainly a pleasure for me to be here at this the 21st Annual Conference and Trade Exhibition of the Caribbean Association of National Telecommunication Organizations - (CANTO). This Conference, which brings together Government Officials and Telecom Suppliers, is indeed timely as it is taking place on the heels of the celebration of World Telecommunications Day, of which the theme was �Creating an equitable Information Society: Time for Action.�

Understanding the overall effects that the CSME will pose to organizations in T&T

Before delving in to the topic of my address, I think it is important that you understand where we are and what our destination is. Our Heads of Government recently took the pragmatic decision, at this point in time, to focus more of their attention on implementing the CS and M part of the equation leaving the E part alone for the time being. There are many reasons for this but the chief being, I suspect, that we are not committed enough, to broach the issue of a single regional currency at this juncture. So I will, in my presentation, given their decision, focus more on the Single Market concept rather than the Single Economy and its issues.
